NCBE provides character and fitness services for the following applicant types in District of Columbia:

  • First Bar Admission (Examinee)
  • Attorney
  • Foreign-Educated/Foreign-Licensed
  • Admission by Transferred UBE Score

How to Apply

Complete the application by logging in to your NCBE Account. NCBE does not conduct investigations for all applicant types; note that some types may have different filing instructions. Contact District of Columbia for specific filing instructions.

Application and Fee

Although the application is electronically completed, applicants must PRINT the completed application, sign release forms, and MAIL IT. A checklist with these instructions will appear after you finalize your application online. Completing and submitting a character and fitness application is only part of the bar application process.
